The Westmoreland Sunday Union meets on the fifth Sunday of each quarter of the year.

COVENANT
WESTMORELAND SUNDAY SCHOOL UNION
ARTICLE I - NAME
This body shall be known as the Westmoreland Sunday School Union.
ARTICLE II - OBJECTIVES
The objectives of this body shall be to promote the general welfare of the Sunday Schools within its bounds and to aid educational and missionary work in general. The health fund and the representation in the Northern Neck-Berean Sunday School Convention annually being two of the specific works of education and mission.
ARTICLE III - MEMBERSHIP
Section 1 - This body shall be composed of regular organized Sunday Schools, Pastors, Superintendents and as many members as each school desires to send. If a Sunday School desires to become a member of the Sunday School Union, they may do so by request by letter.
ARTICLE IV - OFFICERS
Section 1 - The officers of this body shall be President, 1st Vice-President, 2nd Vice President, Recording Secretary, Assistant Recording Secretary, Treasurer, Assistant Treasurer, Historian, Assistant Historian, Chaplain, and Assistant Chaplain who shall be elected annually the last fifth Sunday in the year.
Section 2 - The qualifications of the officers. They must be active members of a participating Sunday School within the Sunday School Union.
Section 3 - Term of officers - The president will not succeed himself/herself not more than three years and all other officers will not succeed themselves not more than four years.
Section 4 - The President will be selected alphabetically by church.
Section 5 – Duties and responsibilities of officers
The President will carry out tasks intended to help develop the organization’s vision and implement the policies and procedures that allow that vision to be accomplished. The President is an ex-officio member of all committees.
The 1st Vice President will assist the President in the discharge of his duties; preside at meetings in the absence of the president, serve as chairperson of the Program Committee, vice chair of the budget committee and assist in the facilitation of Union meetings including assisting in the drafting of meeting agendas.
The 2nd Vice - President will serve as vice-chairperson of the Program Committee and is a member of the budget committee.
The Recording Secretary will record minutes of all WSSU meetings, transcribe and provide copies of minutes to the President and 1st Vice President, count and record votes, tabulate union attendance records, and present meeting minutes and correspondence at Union functions.
The Assistant Recording Secretary will fulfill the duties of the recording secretary in his or her absence.
The Treasurer will act as the principal custodian of WSSU financial assets, information and records. Primary duties will consist of financial accounting of member dues, Union offerings, and all disbursements. The treasurer will prepare financial reports for business meetings, and Unions. They will also serve as a member of the budget committee.
The Assistant Treasurer will perform the duties of the treasurer in his or her absence.
The Chaplain will provide spiritual leadership by leading the devotional period at Union meetings and functions. At Union meeting the Chaplain will coordinate the superintendent of the host church to ensure participants in the devotional period are identified and the information is provided to the recording secretary.
The Assistant Chaplain will fulfill the duties of the Chaplain in his or her absence.
The Historian will document and catalog archival materials and artifacts and assist in the development of the WSSU website.
The Assistant Historian will perform the duties of the historian in his or her absence.
ARTICLE V - TIME AND
PLACE OF MEETING
Section 1 - This body shall meet on the fifth Sunday except when Easter falls on a fifth Sunday or New Year’s eve.
Section 2 - The meetings of this body shall rotate alphabetically. Should the hosting church not be able to host the Sunday School Union, the home church of the President will host the Union. If a scheduled Union meeting is cancelled, due to an act of nature, the hosting church shave have the option to host the Union on the next scheduled 5th Sunday meeting. If the hosting church chooses not to host the Union, the Union will meet at the next church based on the Annual Program Agenda. Program agendas will be adjusted accordingly by the Program committee.
Section 3 - This body shall have as the opening hour 10:00 AM and closing hour 1:00 P M.
ARTICLE VI - MEMBERSHIP FEE
FOR SCHOOLS
Each school comprising this body shall remit up twenty-five dollars {$25.00} per meeting.
ARTICLE VII - ORDER OF THE DAY
At each meeting this body shall have devotionals, roll call, teaching of the lesson, and literary program.
ARTICLE VIII - THE QUORUM
Two-thirds of the member schools shall constitute a quorum for the transaction of business.
ARTICLE IX - COMMITTEES
Section 1 - This body shall appoint as many committees as may be necessary to carry out the work. These may be appointed at each meeting.
Section 2 - The program committee shall be standing committee of five, elected by the body annually. The 1st Vice and 2nd Vice are permanent members, all other positions are voluntary.
Section 3 - The duty of the program committee shall be to organize and bring to the body an annual program for the growth and development of the body. Each member shall submit inputs to the committee chair by the next to last annual business meeting for consideration. The proposed annual program shall be approved and submitted to the body at the final business meeting of the year.
Section 4 - The scholarship committee shall be a standing committee of five; the committee shall administer the scholarship applicant selection program and is responsible for submitting annual status and budget reports to the president and budget committee respectively.
Section 5 – The web site committee shall be a standing committee of five, the committee is responsible for the design, development, implementation, administration and maintenance of the WSSU web site.
Section 6 - The budget committee will be responsible for establishing, approving and monitoring the annual budget.
ARTICLE X - DUTY OF THE UNION
It shall be the duty of this union to have a copy of the constitution printed for each Sunday School.
ARTICLE XI - DUTY OF THE
SUPERINTENDENT
It shall be the duty of each church school superintendent to ask the ministers and officers of the church to cooperate by not having day-services on the fifth Sunday. It shall be the duty of each Sunday school superintendent to promote and help administer the WSSU scholarship program at his or her church.
ARTICLE XII - DUTIES OF
SCHOOLS
It shall be the duty of each school to remit up one hundred dollars {$100.00} per year for the health fund to be received by September 30th.
ARTICLE XIII - EXECUTIVE BOARD
Section 1 - This body shall have an executive board to transact business of importance during the recess of the body. This board shall be made up of the officers of this body and the Superintendent of each participating Sunday School and three members chosen by the President.
Section 2 - The qualification of the members for this board shall be the same as for officers.
ARTICLE XIV - AMENDMENTS
This body may amend this covenant by two-thirds vote of the members present at the Executive Board meeting, having notified the Sunday School Union prior to the meeting.
